David Brogan is the Executive Director of the New Jersey Apartment Association (NJAA) and has been in that position since October 2014.  In that capacity David oversees all of the operations of the NJAA, ensuring the financial stability and growth of the organization, providing value to members, and overseeing and implementing all Government Affairs and Political Action Committee (PAC) strategies. The NJAA represents all facets of the multifamily housing industry in New Jersey.

Prior to coming to NJAA, David was the First Vice President of Economic Development and Taxation for the New Jersey Business and Industry Association (NJBIA), which is the largest employer representative association in the nation. Mr. Brogan was responsible for representing the business community on legislation and regulations that impact corporate and individual taxation, economic development and the state’s programs that stimulate job creation, development, redevelopment, and site remediation.   

David was also the Executive Director of New Jersey Organization for a Better State (NEW JOBS), the Business PAC of New Jersey, which is the state’s largest ideological business PAC.  In that capacity, David was responsible for fundraising, facilitating events, political strategy, and managing the operations of the PAC.

Prior his work at NJBIA, David was a Senior Legislative Representative for Capital Public Affairs, a New Jersey based lobbying firm.  In that capacity, David managed a dozen clients, establishing strategies to meet the goals and objectives of those companies and organizations.  David utilized his expertise and relationships in the legislature and the Governor’s office to accomplish those goals.

From 1997-2003 David worked on staff for the New Jersey State Senate where he staffed half a dozen key committees. David worked on major pieces of legislation such as: the “Brownfield and Contaminated Site Remediation Act,” which established a framework for the cleanup and re-purposing of thousands of contaminated sites in New Jersey; the “Garden State Preservation Trust Act,” the goal of which was to preserve one million acres of open space, farmland and historic sites; and the “Transportation Trust Fund Re-Authorization of 2000,” which provided $4.8 billion dollars of State and federal funding for transportation projects over a four-year period.

In 2017, Mr. Brogan was honored as the National Apartment Association’s (NAA) “Association Executive of the Year.” Also, that same year, the NJAA won the NAA’s award for government affairs advocacy, which Mr. Brogan spearheaded.  Mr. Brogan has been listed on numerous real estate “power lists” over the past six years and in 2014, Mr. Brogan was honored as Middlesex County College’s Alumnus of the Year.  Mr. Brogan also served in the U.S. Navy from 1985-1989 as an Antisubmarine Warfare Operator and U.S. Naval Rescue Swimmer.  He graduated from Rutgers College with a B.A. in Political Science.

Nichole LoPresti

Nichole F. LoPresti currently holds the position of Executive Vice President at the New Jersey Apartment Association. In her role, Ms. LoPresti oversees all aspects of the Association’s education, membership, and special events activities. In addition, Nichole works with the government affairs team on a variety of issues impacting the multifamily industry in NJ.

Previously, Ms. LoPresti served as Vice President at Tonio Burgos & Associates of New Jersey, a regional consulting and government affairs firm. Nichole worked directly with the firm’s President regarding its operations in New Jersey. Ms. LoPresti worked on client development issues, crisis management, and client legislative and regulatory matters.

Prior to her work at TB&A, Nichole was Associate, State Government Affairs for Horizon Blue Cross Blue Shield of New Jersey. In her position with the company, Ms. LoPresti worked collaboratively with legislators, regulators, civic groups, and peer organizations to improve the health care experience for New Jersey’s residents. Nichole also worked closely with internal stakeholders to ensure compliance with state laws and regulations.

Before joining Horizon, Nichole was Director of Government Relations for the Chamber of Commerce Southern New Jersey. She acted as the organization’s lobbyist in Trenton and assisted with the organization’s official position on legislation. Ms. LoPresti organized and oversaw all activities of the Chamber’s policy committees.

Nicholas Kikis

As a government affairs professional with nearly two decades of experience, Kikis works closely with lawmakers and staff in the New Jersey Legislature, the New Jersey Governor’s Office, federal and state administrative agencies, and policymakers at the local, state, and federal levels of government.
In his capacity at NJAA, Kikis works to advance polices that support the multifamily apartment industry and to promote the vibrancy of the multifamily ecosystem in the state of New Jersey, which provides market-rate and affordable housing for more than a million New Jersey residents. Kikis regularly testifies before legislative committees and regulatory agencies, has been a frequent guest speaker at various conferences, and has authored numerous articles on housing policy topics.
Kikis currently serves on the Codes Advisory Council, which advises the Department of Community Affairs on regulations concerning fire safety; the New Jersey Business & Industry Association’s Government Affairs Committee, which focuses on improving the state’s business climate; and the National Apartment Association’s Affiliate Staff Advisory Committee, which oversees efforts to support state and local apartment associations across the country in their efforts to address policies that negatively impact the apartment industry. Kikis has previously served on the New Jersey Supreme Court’s Special Civil Part Practice Committee, which advised the Court on rule changes concerning practice in the Special Civil Part; the Special Committee on Landlord-Tenant Law, which developed recommendations for reforming landlord-tenant court proceedings in the wake of the COVID-19 pandemic; and Governor Murphy’s Clean Buildings Working Group, which developed recommendations for building decarbonization strategies and green energy initiatives.

Kelly Ryan currently holds the position of Assistant Vice President at the New Jersey Apartment Association. In her role, Kelly oversees all aspects of the Association’s membership and special events activities. In addition, Kelly oversees the NJAA Supplier's Council.  

Previously, Kelly served as Manager of Government Affairs at the New Jersey Business & Industry Association (NJBIA), which is the largest employer representative association in the nation.

Tara McCreedy is the Manager of Events and Education at the New Jersey Apartment Association, where she oversees the coordination of educational programs and special events for NJAA members.

Before joining the association, Tara was the Client Services Manager at Aditi Consulting, an IT staffing agency, where she led a portfolio of Fortune 500 clients' Contingent Workforce Programs. She collaborated closely with key stakeholders across recruitment, candidate management, and placement lifecycles. Her achievements at Aditi earned her several accolades, including the Top 100 Women of Work designation, the 2023 Winner's Circle, the 2023 Game Changer Award, and the 2022 Rookie of the Year Award.

Earlier in her career, Tara served as the Executive Assistant at the New Jersey Civil Justice Institute (NJCJI), a non-partisan, non-profit membership organization advocating for the business community on legal policy matters. In this role, she managed all operational needs of the organization.

Tara also has experience as an Office Manager at Air Care of New Jersey, a local HVAC/R company, where she handled accounting, vendor relations, technician scheduling, and software management. Before that, she worked as an Account Executive and Recruiter at Talon Professional Services, an IT staffing agency.

Before transitioning to the corporate world, Tara was an educator at Alexandria Middle School and Lawrence High School. At Alexandria, she also coached girls' field hockey, basketball, and softball teams. At Lawrence High School, she coached the varsity softball team to its first-ever Group III Sectional Championship in 2012 and was named Coach of the Year by both The Trentonian and The Trenton Times.
